Call for a European coalition
Ukrainians are not defeated,
they are resisting, and with our help, they can expel the Russian invaders.
We are calling for the immediate creation of a coalition of willing European states, whether or not members of the European Union, and for this coalition to agree to take the actions we propose below.

Confiscate the €210bn of frozen Russian assets and launch a European loan scheme

Customary international law allows for such countermeasures to punish an aggressor state. The confiscation is a down payment on the reparations that Russia, by rights, owes Ukraine for the devastation it has caused; it will be needed for rebuilding Ukrainian cities and infrastructure. It is also a way to alleviate the burden on European taxpayers and to further constrain the Russian economy

Create a humanitarian air defence zone and increase arms deliveries

Implement the Ukrainian and British proposal for a ‘SkyShield security guarantee’ to the western part of Ukraine - including Kyiv, the port of Odessa, three active nuclear power stations and the Chernobyl site - a zone where Russian cruise missiles are to be intercepted by fighter planes from willing European states, operating from bases in neighbouring countries (Poland and Romania).

Increase arms deliveries to Ukraine, in particular air defence systems (Patriot and SAMP/T).
Deploy troops from members of the coalition of the willing to Ukraine
This contingent drawn from countries of the coalition would be tasked with logistics, training, maintenance and repairs, demining and medical support, and with monitoring Ukraine’s borders with Belarus and Transnistria, which would free Ukrainian units currently stationed there to be re-assigned to the frontline.
This defensive presence, which would demonstrate our determination, would be the best way to dissuade Putin from continuing his escalation

Demand the return of deported Ukrainian children and prisoners, both civilian and military, as part of any agrement
No Ukrainian should be forced to remain in Russia. The repatriation to Ukraine of all those forcibly deported by the Russian army, including tens of thousands of abducted children, is non-negotiable.
Oppose any agreement which would impose demilitarisation or neutrality on Ukraine
Such an agreement would leave Ukraine at the mercy of the expected reprise of Russia’s aggression.
Ukraine must on the contrary be able to protect its sovereignty and its future by strengthening its military and freely choosing its alliances.
Oppose any agreement which would not offer Ukraine the security guarantees necessary for its survival
The NATO member countries must invite Ukraine to join them and extend the protection of the Alliance to the territories under Ukrainian control. Should NATO refuse, it will be up to the coalition of willing countries to contribute to guaranteeing Ukraine's security.

Europe has ceded the initiative and escalation dominance to Putin
Cowed by Putin’s nuclear blackmail, European countries and the United States delivered weapons with multiple delays, in limited quantities and with restricted range, never giving Ukraine the means to win.
Primarily preoccupied with avoiding an “escalation”, we gave the Kremlin all leeway to repeatedly up the ante militarily, including the use of chemical weapons and of North Korean troops.
The real figures are certainly much higher.

Abandoning Ukraine means sacrificing to Russian tyranny
the 6 million Ukrainians living
in the occupied territories.
Arbitrary detentions, torture, rape and disappearances. Deportation of children, forced russification at school and in “re-education camps”, indoctrination and conscription into the Russian army.
Ukrainians who refuse the Russian passport lose access to medical care, social services, administrative procedures, bank credit, real estate transactions, even the right to marry.
All newborns are automatically given the Russian citizenship. Any sign of loyalty to Ukraine can trigger the loss of parental rights.
Ukrainians without a Russian passport must now obtain, like foreigners, a residency permit or risk expulsion and confiscation of their assets.

Putin also wages war against Europe to bring about its disintegration
Vladimir Putin has never concealed his hostility to Europe, to its institutions and democratic values, and to the ruled-based international order that it embraces, and which he has been working hard to unravel.

For the last decade, Puting has been waging an insidious and methodical war against us to create chaos: weaponising migration, conducting sabotage and cyber-attacks, stealing and publishing data, corrupting politicians, decision-makers and influencers, interfering in elections, using energy as means of blackmail, spreading disinformation and manipulating public opinion to foment hostility towards European or national institutions.

Sacrificing Ukraine will not bring peace and will put Europe at risk
Betraying Ukraine will sound the death knell of the European project. Once allowed to win, Putin will launch in two, five or seven years new wars of conquest against Ukraine, but also Georgia, Moldova or the Baltic countries.
Our whole continent will then plunge into the abyss. Our security, our freedoms and our values are directly threatened.
We must act, and fast.
